Not every Peoria address is city jurisdiction. A Maricopa County Planning and Zoning Commission staff report from 2019 covered a 20.4-acre site near Happy Valley Road and Vistancia Boulevard. It records the parcel as a county island in the Peoria area, and a county body rather than the city heard the case. That is one 2019 parcel, not a map of every island. It is why we confirm which authority holds your file instead of assuming a Peoria address means city review.
Peoria sits over the basin-fill aquifer of the Salt River Valley, inside the ADWR Phoenix Active Management Area (USGS, 2024). USGS reported in 1999 that groundwater overdraft in the deep alluvial basins of southern Arizona, the Phoenix metropolitan area included, has produced subsidence and earth fissures. Those fissures damaged buildings, roads, railroads, flood-control structures and sewer lines.
