Not every Peoria address is city jurisdiction. A Maricopa County Planning and Zoning Commission staff report from 2019 covered a 20.4-acre site near Happy Valley Road and Vistancia Boulevard. It records the parcel as a county island in the Peoria area, and a county body rather than the city heard the case. That is one 2019 parcel, not a map of every island.
